Dear Partners! Improving the competitiveness and efficiency of Ethiopian
SOEs is a crucial and timely task. Therefore, it should come as no surprise that it is one of the main components of the home grown economic reform agenda. Recognizing the urgency and gravity of the matter, we at PEHA have been working together for the past three years to streamline the link between stakeholders and the entire SOEs ecosystem.

The PEHA has also provided the SOEs with tailored leadership and guidance by categorizing them into seven sectors: transportation and communication, manufacturing and publishing, construction and infrastructure management, agro industry and input supply, finance, and the mining and energy sectors. In this regard, we have ensured that
the SOEs have prepared a long-term strategic roadmap and annual plans considering the prevailing circumstances in the sector they operate. Furthermore, in collaboration with the Ministry of Finance and other key stakeholders, PEHA supports the SOEs by developing a robust performance and consequence management platform to deal with the difficulties encountered while implementing those strategic roadmaps and yearly plans. It was indispensable for PEHA to toggle from the traditional leadership
attitude that assumes SOEs as exclusive policy tools for the government
to the one that is guiding them with a best-practice corporate business oriented mindset in order for them to be able to achieve their dual objectives of profitability and social development.
This leadership style and attitude shift has significantly improved our SOEs’ financial and operational performance
and contribution to the nation’s economic growth. Certainly, the success stories of our
SOEs as a result of the reform activities are something to be proud of, but given the potential and opportunities these SOEs still retain, we are even
H.E. Tigistu Amsalu has served in various regional and federal governments’ organizations with different capacities for more than 20 years before being appointed
by his excellency Abiy Ahmed (Ph.D.), FDRE Prime Minister of Ethiopia, to serve
as Deputy Director-General of Operations at PEHA in January 2020. H.E. Tigistu earned an M.A. in Leadership and Governance and a Bachelor of Science in Rural Development & Agricultural Extension. To seize the opportunity, however, we must exert a collective effort and continue ensuring that our SOEs remain competitive at local and international levels.
Finally, I would like to appreciate every one of the SOEs’ Board members, management, staff, and key stakeholders for their contributions to the advancement of our SOEs. I would also
like to take this opportunity to call
upon everyone involved in our SOEs to collaborate and keep supporting them to maintain their virtuous performance and help them become competitive globally while also delivering
on their developmental and business
decrees.
